Goal: Facilitate a common understanding of performance management

Best Practices

Common language and principles

  • Measurement
  • Terminology (inputs, outputs, outcomes, intermediate outcomes, etc.; efficiency, effectiveness, etc; goals, objectives, strategy, etc)

Management

  • Terminology, frameworks, models and theories

Best practices

  • Identify and evaluate current models of best practices (probably sharing at conference — consider an organizational certification start with AGA/GASB criteria?)
  • Refine or revise the specific models to other Oregon entities (i.e. from state to city/county, from urban to rural, from East to West, etc.)
Comparative Benchmarking
  • Examine programs in other locations (North Carolina, ICMA, Ontario) — share lessons learned a possibilities for Oregon

Goal: Improve performance management skills

Define skills and abilities for quality PM work (both technical and organizational)

  • Identify and evaluate current models of certification
  • Refine or revise as appropriate for use locally

Create task force to develop methods to enhance, teach, improve desired skills and abilities

  • Based on above criteria

Goal: Foster open discussion of credible performance information with interested citizens

Encourage usage of GASB criteria for reporting (work toward templates where appropriate)

  • Encourage submission for AGA Certificate

Nurture creation of citizen task force - "Consumer Reports" of PM's - must be independent, non-partisan, rational

  • Begin with advisory committee-like role first and evolve into more active engagement and discussion of the results

Develop data on what citizens find useful and meaningful

Goal: Provide collaborative venues for performance management practitioners

Group that plans, structure and coordinates meetings

  • Multi-track approach (beginning, intermediate, advanced)

On-going mentoring program
