Morning sessions of performance measurement and reporting training were followed by an afternoon of sessions designed to promote public engagement in data development, performance measurement, and management. Keynote speaker Barbara Cohn Berman of the National Center for Civic Innovation and Center on Government Performance presented material to promote measurement and reporting representative of public perspective and need.
Organized by Oregon Public Performance Measurement Association (OPPMA), Willamette Universitys Center for Governance and Public Policy Research, and the Public Performance Measurement and Reporting Network (PPMRN).

Reporting on Government Performance: GASB'S Suggested Criteria for Performance Reporting and The AGA Certificate of Excellence in Service Efforts and Accomplishments Reporting Program -- July 19, 2006
The Governmental Accounting Standards Board (GASB) published the special report Reporting Performance Information: Suggested Criteria for Effective Communication in August 2003. The primary purpose of this report is to present a set of suggested criteria that state and local governments can use in preparing an effective report on performance information. In July 2005, the GASB published Government Service Efforts and Accomplishments Performance Reports: A Guide to Understanding. The main feature of this publication is a "user's tour" of an SEA performance report to help readers better understand what they are likely to find in a report and to assist them in using the information to assess a government's SEA performance. The session will highlight both publications and the managing for results (MFR) process. The session will also include an overview of GASB's SEA research efforts including efforts to encourage experimentation with the suggested criteria, information about the Association of Government Accountants Certificate of Excellence in Service Efforts and Accomplishments Reporting Program and the National Center for Civic Innovation Demonstration Grant Program for Performance Reporting, and illustrations of current SEA reports. The GASB's SEA research efforts are funded in part through a grant from the Alfred P. Sloan Foundation.
With the goal of developing this association into a dynamic resource for performance measurement practitioners and users at all levels of government, the work session sought participants who have an interest in working on implementation of goals developed by the OPPMA Steering Committee to foster a collaborative approach for government performance measurement in Oregon. Performance measurement practitioners and users from all levels in government will benefit from the Oregon Public Performance Measurement Association. The ability to share knowledge and pool resources will be fundamental for members, enabling them to keep up to date in a field which is developing and moving at a rapid rate.
Participants will be added to a mailing list of people interested in the field of Performance Measurement and Management and will be kept informed of developments within OPPMA and opportunities to collaborate and learn.
There will be opportunities for participants to interact, including opportunities to network at conferences and workshops. It is anticipated that workshops and seminars will be organized and held by members for members.
