Limits biennial expenditures of Department of Human Resources from federal funds. Excludes Health Division Women, Infant and Children Nutrition Program food vouchers, federal Food Stamp benefit payments and Community Health Insurance Program reimbursable drug purchases from expenditure limitations. Limits expenditures by Department of Human Resources for Death with Dignity services to administrative costs associated with reporting under ORS 127.865. Transfers certain payments received by Department of Human Resources from health districts to General Fund. Subjects agency to Oregon Department of Administrative Services allotment process. Declares emergency, effective µJuly 1, 1999º on passage.
