Juvenile Aid and Assist
During the 2011 legislative session, both the Oregon Health Authority and the Oregon Law Commission recommended bills to codify standards and procedures for determining fitness of youth to proceed on delinquency petitions. The bills were identical and were introduced as SB 411 and HB 2108. SB 411 advanced the farthest, having moved out of the Senate Judiciary Committee with a "do pass" recommendation. That bill was then referred to the full Ways and Means Committee. Toward the end of the session, the bill was on the "short list" for funding, but unfortunately it did not make the final list and thus remained in Ways and Means again upon adjournment.
