A native New Yorker, Ostar moved to Oregon in 2000 after obtaining a bachelor’s degree in international relations and environmental studies from the University of Pennsylvania. He attended Lewis & Clark Law School, earning a certificate in Environmental and Natural Resource Law. While there, he directed the Environmental Justice Advocates student group and obtained a PILP scholarship to work with the Environmental Justice Action Group. Following law school, Ostar worked as an associate for Dolan Griggs LLP, an employment law firm in Portland. In 2005, he co-founded Organizing People, Activating Leaders (OPAL), a community-based environmental justice organization working to educate, engage and empower low-income people of color to create healthier and more equitable communities.
Ostar teaches Environmental Justice at Lewis & Clark Law School and supervises the Sustainability Law Clinic at Willamette University College of Law. He continues to serve on the OPAL board and sits on the Governor’s Task Force for Environmental Justice, working with Oregon’s natural resource agencies to implement principles of environmental justice within their daily operations.
