Biography

George B. K. de Graan is assistant Professor of Financial Management at the Faculty of Business Administration of the Erasmus University Rotterdam. He studied economics and taxes at the Erasmus University (1974). After his study he started his career in the public sector as a financial policy analyist at the department of Social Affairs of the central government in Holland. At the end of the seventies he became secretary/project leader of a special task force which has been installed by the houses of parliament in the Netherlands. The task of this special task force was to analyze the causes of the deficits for primary education and special education (such as mental and physical handicapped students) and to develop a new funding system for the Ministry of Education.

In 1985 a new funding system has been introduced for primary education on the basis of the research of this special task force. And in 1987 a similar funding has been introduced for special education. In this context he has performed a lot of research resulting in many recommendations to the parliament and the central government. In this context he studied many funding systems for education in Europe and in the United States. Further on he has written more than 30 articles about the economics of primary and special education. During that time he was a member of the editorship of School en Wet (School and Law).

In 1989 the task of this special task force was ended. After this time he became a member of the staff of the Director General of Primary and Special Education of the Ministry of Education.

At the end of 1991 he joined the Erasmus University, where he lectures management accounting and taxes. In March 1996 he received his Ph.D. at the Erasmus University. The title of his dissertation concerns "The budget model". In this context many have been written.

The specialization of De Graan concerns the measurement of the costs of performances in the public sector in the context of the improvement of the efficiency and effectiveness. For the next coming year he will be involved in the research of knowledged based systems and measurement problems in the public sector.

Last but not least he is a member of the faculty board.
