The International Public Management Journal is published semi-annually electronically by the International Public Management Network (IPMN). All work published is double blind reviewed according to standard academic journal procedures. Submission of manuscripts for publication review may be made by mail addressed to: Professor Fred Thompson, Editor-in-Chief, International Public Management Journal, Atkinson Graduate School of Management, Willamette University, 900 State Street, Salem, Oregon 97301-3922. Copyright for all material published in IPMJ is owned by IPMN jointly with JAI Press, Greenwich, Connecticut. Papers submitted by mail must include the original and three copies accompanied by a diskette containing the submitted work in Word 6.0 (or newer versions), with figures, tables and graphics of any type included as separate appendices and as separate files on the diskette. Authors are requested to copyright their submissions; if accepted for publication the copyright will be transferred to IPMN and JAI Press. Electronic submission of manuscripts is encouraged to: fthompso@willamette.edu The style guidelines for IPMJ are simple: use Chicago style for citations and references. Hard-copy manuscripts should be submitted double spaced. Use one inch margins, 12 pitch letter size and Times Roman or Times font. Notes should be kept to a minimum and should be shown at the bottom of the page in 10 pitch letter size. All material referenced in manuscripts must be referenced at the end of the text starting on a separate page under the heading References. Please make sure that all of your references are complete including full citation of authors (last name first), publisher location and publisher and date, page numbers for articles, book chapters, specific page citations of quotations, etc. You may chose to include all citation information in your references, listed alphabetically by author last name (or institution where the author is not listed as a person.

Policy and management guidance for publication of IPMJ is provided by the Board of Editors. The purpose of the International Public Management Journal is to publish manuscripts reporting original, creative research in the field of public management. Theoretical, empirical and applied work including case studies of individual nations or governments or comparative studies are given equal weight in publication consideration. The Journal publishes manuscripts only in the English language but the editorial intent is publish material from authors working in all nations around the world.

The mission of the International Public Management Journal IPMJ and the editorial policy are intended to be consistent with the International Public Management Network Mission Statement.

The mission of the International Public Management Network (IPMN) is to provide a forum for sharing ideas, concepts and results of research and practice in the field of public management, and to stimulate critical thinking about alternative approaches to problem solving and decision making in the public sector.

To satisfy this mission IPMN convenes its members in annual conferences and workshops and publishes papers presented at these events in a book series sponsored by JAI Press and in an electronic journal, the Internationnal Public Management Journal. IPMN also maintains a website offering a number of services to members and a list server to permit rapid information flow among members. IPMN seeks to facilitate exchange and cooperative work among its members including guest lectures and other speaking opportunities, scholarly visits to members' institutions, joint research and consulting projects, and pooled research funding initiatives.

The intent of the International Public Management Network is to create and sustain a dialogue on emerging management concepts methods and technology so that members can learn about innovation and change in public sector organizations throughout the world IPMN presently includes members representing fifteen differentcountries and has a goal of expanding membership to include representatives from as many nations as possible IPMN is a voluntary organization Management and policy decision responsibility for the Network rests with its Core Group.
